The following standards are required for acceptance of all public streets.
(A) All streets to be accepted as public shall have a recorded permanent right-of-way with a minimum width of 66 feet, including 66 feet of frontage at the intersection with a public road. The right-of-way shall also expressly permit public and private utilities to be installed within the right-of-way. The minimum right-of-way radius for a turnaround shall be of such size that is able to encompass the required turnaround and utilities. Public streets that are strictly residential in nature and that service 15 or fewer residential dwelling units may be approved for no less than 50 feet of right-of-way, upon the City Council's consideration and the City Engineer’s recommendation.
(B) All public streets shall have a paved surface in compliance with the following standards.
(1) Streets serving commercial or industrial property shall be a minimum 22 feet in paved width. Where the City Engineer recommends that a third lane be provided, this requirement may be increased to 33 feet.
(2) Streets serving primarily residential properties and providing direct access to 50 or more dwelling units shall be a minimum of 20 feet in paved width, with a minimum-three-foot, compact-gravel or hardy-grass shoulder on both sides of the street, capable of supporting emergency vehicles.
(3) Streets serving primarily residential properties and providing direct access to between eight and 49 dwelling units shall be a minimum of 18 feet in paved width, with a minimum-three-foot, compact-gravel or hardy-grass shoulder on both sides of the street, capable of supporting emergency vehicles.
(4) Streets serving primarily residential properties and providing direct access to seven or fewer dwelling units shall be a minimum of 16 feet in paved width.
(C) Streets shall be constructed and maintained in accordance with County Road Commission standards, including but not limited to, grading, compaction and drainage, unless an alternative design is recommended by the City Engineer to accommodate unique circumstances of the roadway and/or development area in question.
(D) The area in which the public street is to be located shall have a minimum cleared width of at least three feet from the edge of the pavement, and no street shall have a cleared width of less than 26 feet.
(E) All streets shall be constructed with such stormwater drainage easements, stormwater runoff, culverts, and drainage contours as is reasonably required by the City Engineer to ensure adequate drainage and runoff. A preliminary meeting with the City Engineer is required prior to submission of an application for construction or acceptance of a private street into the public street system.
(F) If a street crosses a natural drainage course, stream or other natural body of water, the method of crossing (bridge, culvert or other structure) must meet the standards set forth by the County Road Commission and such specifications as may be reasonably required by the City Engineer.
(G) All residential streets shall be serviced by adequate sewer and water utilities.
(H) Each street shall be given a street name that is not the same as any other street name in the county, as determined by the County Road Commission. A visible street sign, which can be seen easily in an emergency at all times, and a stop sign shall be erected and maintained at all times at the intersection of the proposed street with all public roads.
(I) All streets serving more than ten residential dwelling units shall incorporate a minimum-five-foot-wide sidewalk on at least one side of the street. Where more than 24 dwelling units are directly or indirectly serviced by a street, the City Council may require sidewalks to be constructed on both sides of the street
